KITTERY, Maine — Congresswoman Carol Shea-Porter on Wednesday announced the House Fiscal Year 2019 National Defense Authorization Act will include nearly $150 million for Portsmouth Naval Shipyard to expand its capacity to repair the most modern generation of Navy submarines, the Virginia class.
